When Florence landed on North Carolina coast on Friday, it was a hundred miles north north of the worst affected areas so far, with about 150 people stranded and 200 already rescued, officials said.
"People who surround me are underwater. They have been caught in their winds," said Tonya Moore, a resident of New Bern, waiting for rescue with her mother, husband and five children ranging from 6 to 1
"Every road is flooded. There's nowhere to go over here," Moore said, adding that there was a National Guard bus waiting to take protection for people, but it's a mile away, and the roads that surround It's all flooded.
"We have to go to the waist deep water to get to this bus that lasts an hour," she said.  New Bern Mayor Dana Outlaw told "Today" that the officials "do their extreme to as soon as possible to get these people a protection. "
"Be patient, we are on our way. We will make you save – all 150. So just carry with us because we have to be so careful that our first respondents are not injured in this type of weather, Outlaw said later that many would have to be rescued by boat.
"Many of our staff have not slept for 36 hours now, they are very tired but they are very patient, they will make it happen. It will happen. We will get these people back in a safe shelter , "said Outlaw.
"We have 2 out-of-state FEMA teams here for quick water rescue. More are about to help us. We will get you. You may need to move up to the second story or to your wind, but we
New Bern Police issued a 24-hour curfew that starts at 7 on Friday, when emergency responders rushed to pick people from their flooded homes.
A city in New Bern said that residents could expect potentially -deadly blending of high winds, storms, rainfall and flooding.
Almost two thirds of the city's population of about 30,000 were without power, according to the latest numbers from New Bern City. Over 455,000 customers throughout the state are out of power.
When the Category 1 hurdle landed near Wrightsville Beach at 07: 15, National Weather Service announced tornado warnings in a part of North Carolina, including New Bern.
