How to get the backpack cover
The backpack cover will be available when you start delivering at the Distribution Center South of Lake Knot City under Section 3. It is the closest landmark to any optional prepper, known like The Collector, which you can connect to the Chiral Network. When they do, they will reward you with the backpack cover and its subsequent upgrades.
To find the Collector, take a little southeast 400 yards from the Distribution Center south of Lake Knot City along the right side of a crack running perpendicular from the distribution center. Be sure to bring a ladder with you – you will need it. Be aware of sending some Odradek scans along the way to check for lost goods tagged with Collector so you can take it to him. They are worth grabbing in advance if you can.
Along the crack you should see a small path leading down , take it and continue walking along the bottom and right until you reach some water pools and a MULE scan pylon. Stand near the pylon and look up and north, and you will see a cartoon fox painted on the wall. Place your ladder here and climb up to meet Collector. If you actually know the Japanese gaming magazine Famitsu, you may recognize Collector's similarity to the magazine's former editor-in-chief, Hirokazu Hamamura. And that fox on the wall? It's the newspaper's mascot.
You must increase your reputation with the Collector to unlock the backpack cover. If you didn't find any lost cargo marked with Collector before you arrived, don't worry. Interacting with his terminal should give you an order to steal some gaming consoles from the nearby MULE camp. Complete the delivery and he should give you more orders to help you strengthen your rank enough with him to unlock the backpack protection.
As mentioned above, the lid fits only around the main compartment of Sam's backpack. Any excess load will be stacked on top of his backpack and consequently exposed to falls. The cover itself comes in two flavors: a level-one version that comes in shiny silver, and a level-two version with increased durability that is colored an eye-catching gold! Despite its limitations, the backpack cover is a lifesaver and is an upgrade that you should not miss.
